Policies are created or revised in two basic ways:
- The legally referenced sections of the policy manual (LEGAL) will be updated to reflect changes in the relevant law, upon the recommendation of the District's general counsel. Changes to the legally referenced policies will usually be made approximately every two years, after the end of the Texas legislative sessions. Changes to the policies designated (LEGAL) do not go to the Board for adoption or approval.
- Revisions or additions to the policy manual will be presented to the Board by recommendation of the Chancellor. In most circumstances, policies will be reviewed by and may originate from one of the District councils: the Council on Educational and Student Development (CESD) and the Vice Presidents for Administration Council (VPAdmin Council). Before policies are recommended to the Board, they will be considered by the District's Executive Council. In most instances, a new policy proposed revision will be presented to the Board for a first reading, at which time the Board will receive information about the proposed policy, but will not take action. If no member of the Board objects, at the next meeting following the first reading the Board may vote to accept, reject or revise the proposed policy.
